Why this does not already exist for you
If your mail is on Exchange Online, it does — use that. This is for everyone else, and „everyone else“ is most custom-domain mailboxes at an ordinary hoster.
Schedule send needs Exchange
New Outlook's scheduled sending is an Exchange Online feature and is not offered for POP or IMAP accounts at all.
Delay delivery needs the machine on
Classic Outlook parks the message in the Outbox, so it only ever leaves if Outlook happens to be running at the appointed minute.
This runs where your mailbox is
The scheduled message is sent through your own SMTP server, from your own address, whether or not any device of yours is awake.
